The portal drafts and tracks — it never sends: every compose gives you copy / a mailto: / an export, you send from Outlook, and the touch is logged here. No identity is recorded or inferred at the prospect stage — self-identification happens later, on the member register, and only when the person tells us themselves.

The template carries no Acknowledgement / First Nations content — that's authored by the team, never here.

Graduate a PAG member → LEAC

The minimal-graduation link (plan §0b): seat a willing Peer Action Group member on the committee. Deliberate and one at a time — not a bulk pipeline. It creates a prospective member on the register with a moved-from-PAG link back to their PAG record. No identity is carried across — the member sets their own self-ID later on the register.
