Subject: GO8264 — two clarification questions
Dear Community Grants Hub,
We are preparing applications for GO8264 (Disability Peer Support and Connections Program 2026-27) and would appreciate clarification on two points:

Condition for Participation — unspent ILC funds. Section 4.4 of the Grant Opportunity Guidelines notes that unspent funds under an existing ILC Individual Capacity Building grant may, where the scope of the activities aligns, be retained and applied under the DPSC grant. Could the Department clarify (a) how scope alignment will be assessed, and (b) the process and timing for seeking that approval — at application, at execution, or after commencement?

DSI Act regulated activity — timing of the Certificate of Compliance. For an applicant whose proposed activity may involve regular or prolonged engagement with people with disability (for example, ongoing peer support groups), is a Certificate of Compliance under the Disability Services and Inclusion Act required to be held at the time of application, at execution, or before activity commencement on 1 July 2027? If a determination is pending at execution, how is that treated?

Why these two
- Q1 protects the Speaking Up → DPSC handover money. Addendum 3 already confirms ILC activities ending ≤30 Jun 2027 can continue under DPSC; the open mechanics are the unspent-funds roll-in test.
- Q2 de-risks the DSI Act answer on all six forms. The S1 concept work flagged a ~15-month determination pathway as the mitigation if “regulated activity” is ticked — knowing the required timing changes whether we tick “none of the above” or pre-emptively start a CoC application.
Considered and dropped
- Per-application $1.25M cap (already answered — Addendum 2: per application, not cumulative).
- Lead-in-one-stream + partner-in-others (already answered — Addendum 3: non-lead membership does not disadvantage other applications).
