Hybrid worth weighing: submit solo, signal consortium readiness — the form and AWP can name committed referral/partnership arrangements without consortium structure; lowers risk, keeps the remote-coverage 6yr lane open. Check the guidelines wording allows this framing before committing (question to Grant.ATM if unclear — by ~9 Jul).

1. Compliance pack (assemble FIRST — cheap, fatal if missed)

  • Mission attachment — de-facto eligibility (“may not be considered eligible” without it). Build from DAS constitution / strategic plan / About text.
  • Bank statement ≤6 months old (Tobias).
  • NSDS Certificate of Compliance fork — upload current cert if held, else tick Determination. Do NOT start certification early.
  • Entity details, indirect cost rate, insurance certificates as form requires.
  • 2yr financials per form (check sample form for exact ask).
  • On submit: save the Form Receipt email — it is the only copy of the application.

2. AC1 — Alignment (3,500 chars + Activity Work Plan + Mission attachment)

THE SERVICE MODEL
[In-person individual disability advocacy. Equal thirds across the 3 primary
areas: (1) Australia's Disability Strategy outcome areas, (2) negotiating with
NDIS providers, (3) other service systems. ART/appeals work EXCLUDED - never
present it as a funded activity; note it as a separately funded, firewalled
service for continuity context only.]

COVERAGE
[Footprint by SA3: Alice Springs + Barkly + remote communities. The delivery
model that reaches very remote: outreach circuits, interpreter-supported
practice, the Frank Curtis Barkly model. Posture-specific: solo = NT-wide
remote specialist; consortium = coverage map with member roles.]

PRIORITY COHORTS
[DAS's existing client base IS the priority list: First Nations PWD (~half of
NT NDIS participants), very remote, high-barrier, interpreter-requiring.

jurisdiction. The winning Speaking Up register: first-person plural, modest
but vigorous. Continuity + lived-experience employment outcomes, NOT volume
(DEX is visible to assessors).]

FIRST NATIONS DELIVERY
[Decades of individual advocacy with First Nations clients. Interpreter-
supported practice (AIS). Cultural safety practice. If posture C: genuine
shared governance with ACCO partner - pending cultural review on any
cultural content.]

DISABILITY-LED GOVERNANCE
[Lived-experience structures: Leadership Group lineage since 2016, Revised
Lived Experience Framework (Mar 2026), paid lived-experience roles.]

CONSORTIUM / PARTNERSHIP PROOF
[NDIS Q&S Commission Safeguarding consortium with DCLS + IADA - live, current,
multi-org delivery. Posture B/C: governance design, member table, accountability.]

STAFFING + WORKFORCE
[Named roles + recruitment reality in Alice Springs. Retention story.
Advocate training/induction. Do NOT double-count people committed in DPSC
budgets - one concurrency disclosure paragraph, identical across all DAS
applications this round.]

RISK
[Risk Management Plan template from the GO8390 Attachment Pack. Honest remote
risks: recruitment, travel, cultural load. Concurrency risk (DPSC apps) named
and managed.]

4. AC3 — Efficient and economical use of funds (3,500 chars + Indicative Activity Budget)

BUDGET SHAPE
[Budget ALL 6 YEARS regardless of posture - the department assigns term.
Equal thirds across the 3 primary areas. Systemic advocacy <=10%.
SCHADS rates + on-costs + indexation ~3.2% (the costing kit that won the
Inclusion NT quote).]

REMOTE COST HONESTY
[Real remote loadings: travel, vehicle, interpreter costs (AIS day rates),
accommodation. Under-costing remote delivery is a known assessor red flag -
and the refuters caught DPSC concepts 2-3x under on exactly this. Cost it true.]

VALUE = GEOGRAPHIC MATCH
[The guidelines reward presence where priorities are. Cost per client in very
remote NT vs the alternative (fly-in services or nothing). DAS's marginal cost
of coverage beats any new entrant's setup cost.]

SUSTAINABILITY
[Handle the uncontracted NDAP DoV head-on: extension offered + accepted +
operating; transition planned. Diversified funding base (NT DAIS to 2029,
other lines). No general admin subsidy ask.]

  1. Whether a solo applicant with extensive remote coverage can access the 6-year term (test the lane).
  2. Dual-holding DASP + DPSC confirmation (if not already clear from guidelines re-read).
  3. (Posture C) Any guidance on consortium composition weighting where an ACCO is a member vs lead.
