Killer line: department 'unlikely to offer 6 year grants to smaller individual organisations' — solo DAS caps at ~3yr (to Jun 2029); 6yr path = consortium (lead OR member) or NT-wide remote-coverage framing. You cannot choose grant length; budget 6 years regardless. Shape shift vs NDAP: equal thirds across 3 primary areas (ADS outcomes / NDIS-provider negotiation / other systems), systemic capped at 10%, ART/NDIS-appeals advocacy EXCLUDED (separate program). $14.5M FY27 = ~5 months full rate, dovetails NDAP's 31 Jan 2027 end.
